Because:

1. The guy sends out emails to all constituents with 'facts', some made out of whole cloth, that support his way of doing things.
2. Less than 25% (perhaps fewer than that) of the voting population in the county took the time and effort to vote in that last BoS election.

Yet over 70% took the time to vote in the Presidential elections, when the local elections actually affect you and your pocketbook in many more ways !!

NeilZ: last BoS turnout average was in the low 30s, which unfortunately is usual for Loudoun in a non-presidential year. The preceding BoS was issued a "mandate" by a 33% turnout in 99--again an average raised by higher posting in the rural area. Districts ranged from 26% up to ~50% for Blue Ridge in 03. My precinct posted 79.6% this year (highest in LoCo!).
