LCSA Seeks Mandatory Water Restrictions

    Well, if you would like to know how the LCSA Board of Directors (chaired by Steve Snow) came about to their decisions on water restrictions, you won't be able to find out on the LCSA website. The website has always been pretty good about timely posting of the BOD Meeting Minutes, but for some reason they haven't posted any since May 2007. I know several people have called or emailed LCSA about why this is the case, but still nothing on the website. What are they hiding? Here's the link:

    By the way, Jim Clem made a statement at the past board meeting that supervisors shouldn't serve on the LCSA Board (Snow and Delgaudio are your guardians of the water supply). I totally agree with Mr. Clem. It's a clear conflict of interest.

    Delgaudio's on the LCSA board? No doubt the board will state that our current water shortage is due to the demand placed on the system due to illegal immigrants!

    I don't make blatant accusations or statements by posters that were never stated. I don't assume my neighbors are criminals, never said it and never suggested it. You yourself are "policing" how people feel about conservation. You should go check yourself before making hypocritical statements ;)

    Don't doubt that I have cut my showers back from 15 minutes to 5 minutes. I have also put off planting some shrubbery because I don't want to waste the water! I take my drinking water seriously!

    I have a friend out on Evergreen Mills near Ryan who is on a well. It's now dry. Would the ban on outside watering be bad for them since it's getting water into the ground? I really have no idea how this stuff works, but it just seemed ironic to me that to save LCSA water, we may be hurting our neighbors on well water.

    What are you doing to help T8erman? There seem to be a few people here saying "unless you are doing everything and anything you can think of to conserve water you are not allowed to have an adverse opinion of anyone else".

    We are making every effort to conserve water. If everyone here made some effort we'd all be a lot better off. The sad problem is that some people feel that they shouldn't have to make any effort. It's the same 'entitlement' issue that keeps causing issues here, and that's a real shame.

    Oh and Lee, what a ludicrous idea to suggest that people who are upset about neighbors not conserving water are actually motivated by the fact that they'd like their neighbors' expensively-landscaped gardens to look as 'bad' as their own! You have NO idea how much I've spent on my garden, or what it looks like compared to anyone else's here, nor is that even relevant.

    There is no 'water police' walking around here, there are just people trying to do what they can to make a bad situation better and some other people who are letting EVERYONE down by making no effort to be a good neighbor/citizen. I know that most people here are in the 'muddled middle' on this issue, but that's no reason to be tolerant of people who don't care about it.

    Please note, this is NOT a rant against people with 'exceptions' or whatever. Many of those people are finding ways to minimize their impact, although I personally wish they'd just water less anyway. It IS a rant against the people who plainly don't give a $@%& and keep going because this is a problem for "someone else" to fix.

    It is not ludicrous at all. A person had the police called upon them before the neighborhood water police found out what the actual situation is. As Baywatch says in another thread lets try something new and lets talk to our neighbors before we start calling the police. Maybe that is too much effort for some. I am a great believer in communication first. Yes we should conserve and we should be doing this all the time not just during a crisis.
    I know when I finally put in my landscaping most likely next spring, I will now look into drought resistant plants for our area.

    The one thing that I am hoping the "daily waterers" are noticing is how well their lawns are doing without water. One of my neighbors water TWICE EACH DAY FROM MARCH TO NOV.

    He has adhered to the ban, and his lawn looks better than ever. FYI, rye/bluegrass does best withw heavy watering every 3 days. Clover, however, loves daily moisture!

    The main reason grass is still green this far without watering is the cooler weather. If we were still into the 90+ degree temperatures this would be a far different picture. Not that I defend daily watering and I agree on the every 3 days. When it was in the peak of summer I watered every 3-4 days and my grass didn't turn brown until I missed a little more than a week due to travel.

    Dear Loudoun County Businesses and Communities:

    I am writing today at the request of the Board of Supervisors to ask for your voluntary compliance with the water use restrictions the county imposed on October 2, 2007.

    The county recognizes that you are using an alternative water source to the LCSA system. However, please consider the opportunity you have to conserve water and show your concern for the overall drought in our region by taking independent action demonstrating water conservation measures to your residents and customers.

    For your convenience, here is a summary of the current restrictions in place. You can obtain a comprehensive list at www.loudoun.gov and www.lcsa.org.

    Permitted
    •Watering any kind of vegetation may be done using a container of three gallons or less.

    •New grass or sod (where it did not exist previously) or vegetation planted since September 1, 2007 may be watered on an odd-even schedule (not daily). You do not need a waiver for this, but you will need to produce dated receipts for the sheriff to avoid a citation.

    •Washing automobiles, trucks, trailers or other mobile equipment, using a container of three gallons or less.

    •Using commercial car wash facilities is permitted.

    •Washing streets, driveways, parking lots, service station aprons, the exterior of commercial or residential buildings or any other outdoor surfaces using a container of three gallons or less.

    •Service of drinking water (from the tap) in restaurants is permitted only when it is specifically requested.

    Not Permitted
    •Watering any established lawn or vegetation with a hose, sprinkler or irrigation system.

    •Watering a lawn, even if only in partial, because the whole lawn, or a portion of it, has been over-seeded. Requests for waivers for overseeding have been denied.

    •Power washing. Requests for waivers to power wash have been denied.

    •The operation of an ornamental fountain, or filling swimming/wading pools.

    Exempted groups include golf courses and nurseries, who can only stay open if permitted to use water (and who typically do not use LCSA water to do so); and builders or developers at active construction projects, who need water to fulfill building and occupancy permits for activities such as soil compaction, brick laying, system flushing, and the laying of new sod.

    And does anyone think that Van Metre will comply with the volutary restrictions on businesses now? No way would they consider letting their vegetation look bad...it's bad for business. :mad:

    Looks like the water flows are back to normal (median levels, anyway). At this rate, the reservoir will be above critical levels in about 6 days. Not that we get water from it anyway, but that's what LCSA is using to justify the water restrictions. Wonder if they'll acknowledge it's turned around or are we gonna have to take 5 minute showers all winter?

    Water restrictions have been lifted:

    "Loudoun County Administrator Kirby M. Bowers Monday lifted the water shortage emergency and the mandatory water restrictions that had been imposed for customers of the Loudoun County Sanitation Authority (LCSA) in eastern Loudoun in October.

    Bowers lifted the restrictions at the request of the LCSA, which also asked that the emergency be downgraded to a water shortage alert stage. There are no mandatory restrictions associated with the alert, but residents are asked to reduce water as much as possible.

    LCSA requested that the County Administrator remove the restrictions in light of recent rains that have bolstered the flow in Goose Creek. Two pumps are operating within Goose Creek to refill Beaverdam Reservoir. As of Friday, March 7, 2008, the refill operation, along with the rain, had enabled the reservoir to gain back more than 473 million gallons since its lowest level in late October, bringing it to just shy of 50% full.

    In addition to the improved supply situation, customer demand for water has been consistent at around 16 million gallons per day. In March and April, demand typically remains below 22 million gallons per day. LCSA is able to meet that demand operationally, without any restrictions, but cautions customers that if we do not have rain on a regular basis, and/or if customer demand for water spikes beyond 22 million gallons per day for an extended period, there will be a need to return to water restrictions later.

    Customers can prevent the imposition of mandatory water restrictions by limiting outdoor water use to two days per week, preferably one weekday and one weekend day."

    Thanks for posting this. That means we will not have to figure out what to do all summer. With the restrictions in place we were not going to be able to fill the community pools now that they are lifted we will be able to at least get them so we can sustain them for this summer.

    Do the American Indian Rain dance. For those people who cuss when it's to hot or too cold or raining...yeah you get wet and so does your car, but it feeds and nourishes or precious lawns...i figure if we don't' keep getting sustained rains, then my whole lawn is going to be planted with desert vegetation!

    Well, if you wanted to save water, I noticed that every Starbucks I've been into has the little running water sink next to the [SIZE=-1]"barista" [/SIZE]. That's gotta count for some serious water usage/waste in general.
