There is a neighbor at [edited] Foche Terrace that constantly harasses anyone parking in the community parking on Foche Terrace and people walking their dogs that happen to walk on the common area grass. He has called the police dozens of times to complain about the color of a cars windows, dogs barking etc. I'd like it to stop!!

There have been in the past owners on that street that think the street there is THEIR parking and no one else's. They are wrong and just need to deal with it.

As far as harassing - that's just part of living in the world with other people. If they are doing something illegal, that's up to you and the police. If not, then the only choice is discussion with said parties. But no one is going to play mediator here unless people are breaking the community rules or if breaking the law, refer to the police.

Trying to 'out' people isn't discussion either.

    Some ideas:

    - Parking - inform him that this is open parking and he can call the HOA office if he is not aware of the parking rules
-Walking on the common areas - inform him that it is the common area and he can call the HOA office if he is not aware of the rules of the "common" area (or does he think it is his property?)
    - Color of car windows - since he has called police, I assume they are dealing with the issue if there is one?
    - Dogs barking - as noted on other threads, this can be annoying. If you have a dog, try to notice if they are barking a lot and try to address it. If this is a townhome area, please note that even dogs barking indoors can be heard through the walls. Especially an issue with dogs left home alone.

Not trying to dump on the HOA office by suggesting he call them for some of these things, just suggesting a formal entity that he may listen to.
Now if he is threatening or you are concerned for your property, then I suggest you call the police.

There is a person on Foche Terrace who has complained to the HOA numerous times about some of these issues. The HOA has advised him that these things are allowed and would not be persued by the HOA. He has been advised how to follow up on things that he feels are violations of county ordinance.
He did not like the HOA's answers to some of them and contacted Congressman Wolf's office about his issues!
Gee, I wonder if it is the same person. Hmmmmm.......

I wonder what Congressman Wolf's people said (and thought) about his complaints, etc. I wonder what might happen if this keeps up....hope nothing serious.

Wow, I'm guessing Congressman and Senators get a lot of folks like this that call and write about small and trivial things. Hopefully this goes into the high priority pile <cough> trashcan </cough>

I really feel bad for you all that have to live by someone like this. It mankes me even more thankful that I have good neighbors on both sides.

I just looked up Foche Terrace. From looking the map, I can at least understand how this person might think these parking spaces are reserved for Foche Ter residents.

Strange that he/she bought a townhouse if he/she wants to live in isolation though. For the price of an Ashburn townhouse, you could probably head further west and get a big fenced yard with no neighbors.

I think I'm going to buy my neighbors a bottle of wine and tell them I appreciate them! I couldn't imagine living with that!
