Summer greetings from Clover Meadow Court.
I had a chance today to look closely at our street that has been "treated"
I am really shocked to see such a miserable crumbly mess this is. I cannot see how this will last more than one season, most particularly Winter.
Now, how is this supposed to get better with age, or is this just "part one" of a very complicated expert process?
Right now, this is bad, very very bad

I submitted a complaint on the VDOT website a couple days ago and noticed today that they had a sweeper machine going up and down Ridgeway sweeping up all the loose material. You are welcome :)

I just filed a complaint with VDOT as well. Thanks for the helpful link PDILLM. Our "new" roads are now horrible. Whereas they have been smooth for decades they are now rough and irregular. My vehicle now actually vibrates like its out of alignment until I get out of our neighborhood. What a mess!

Yeah, it is pretty bad. Certainly not the type of road surface anyone would expect in this area. Odd choice

Had a long chat with a VDOT employee about this.

As noted, this is a cheap-way out designed to get them another 5 years before doing a real paving job. Said they have been having lots of complaints about it.

However, he said (as noted previously) it will wear smoother over time, and in 6 months, should be significantly better than it is now, although it will never be smooth as hot asphalt. He actually said the plows in the winter will help even it out some as well.

He told me a similar (but not exactly the same) material was used on Rt 29 in Centerville, and that is a good example of what this will be like in a bit. I haven't been down there in a while, so that comparison wasn't helpful to me.

Long story short, VDOT knows this isn't a great solution, but is doing it to get more life out of the roads before a full grind and pave.

Since this affects all of us why doesn't the HOA take ownership and get VDOT to clean up the gritty mess that was left behind in all the places they have done here?

Because VDOT doesn't answer to the HOA. We are just one voice to them (and a voice that is not a taxpayer.) VDOT is part of the state government. The state government funds VDOT. The state government gets its funds from taxpayers. Elected officials represent the taxpayers. Elected officials want to get re-elected, so they are the ones who can put pressure on VDOT if they are not making the taxpayer happy.
And yes, the HOA has had communication with VDOT.

Don't recall. I think I read it somewhere on the forums or in the newsletter. I think it explained process, phone numbers for contact, etc.

I'm a little impressed. Our road was done on a trash pickup day and the garbage truck was allowed to drive on it too soon and left behind lots of tire tracks and ruts. One of our neighbors brought it to the attention of the HOA and/or VDOT and they just came back out and redid that portion of the street.
