Partial Fence on Windy Oaks Sq?

Just curious as to why two panels of a split rail fence were erected at the end of Windy Oaks Square near the walking path. Does anyone know why?

 

If this is where I think it is, there's a dip right next to the path and in that dip there are a lot of big rocks. I was always worried that some kid was going to veer off the paved path and end up falling right on the rocks because there's a curve there, too. I imagine that's why the fence was put up.
