    Didn't happen around here but I was once "so slow" to get thru a stop sign that a geriatric driver behind me with coke-bottle glasses started honking before even stopping, and when I didn't immediately move (I was in a right lane, turning right, waiting for traffic to slow down on the cross-road since they did not have a stop sign) she passed me on the left, then made the right turn from the left lane, ignoring the traffic signs, into oncoming traffic....
    Forget re-testing every 4-5 years... after a certain age, they should have to pass it annually.
