Clarification on maintenance of pipestems

    Are the homeowners who live on pipestems off of cul-de-sac's responsible for the maintenance of the pipestem? The reason I ask is twofold. First, when the recent paving was done, although our cul-de-sac was repaved, the pipestem (which really needs it) was not. Secondly, with todays snowfall, the cul-de-sac was cleared but the pipestem was left alone.

    I live on a pipestem and it has never been plowed. I have been told that the pipestems are private property. We did get a final topcoat of asphalt though (by the builder). I'm guessing that we are also responsible for any maintenance (like if it needs repaving years from now).

    Pipestems are typically considered to be the same as driveways (i.e, private property) and all maintenance is the responsibility of home owners serviced by the pipestem.

    I understand that the residents should be responsible for the pipestem, but wish to clarify that VM has an obligation for the initial repaving?
