I have heard that I am responsible for tree trimming that hangs over my deck/property, however there is a tree in the common area that has a pretty significant and large tree limb that in overhanging my deck and almost touching my bedroom window. Does the HOA want me cutting that tree limb off myself even though it's not my tree?

If it infringes on your property, you can cut it. If it is too large and difficult to cut down, contact the HOA office.
