Kaosdad usually turns the outside taps back on Mid-late March.
Our sprinkler system gets it's center piece put back and tested on March 16th, but I won't turn it on until April, when temps are in the low to mid 50's...high enough in the am, to help dry the grass and plants, as my system is set to water at 5:30am. That's also if things begin to green up.

Is there some kind of sediment buildup in your water tank - and you should do something every year to avoid that? Can't remember what....
