Need Advice Fabric valance cleaning?

    We have a fabric window valance (double window; stapled to wooden 2x4 frame) that encountered some water damage from a slow drip from the ceiling. The water must have had minerals because there is a discolored water stain on a 1'x6" section of the fabric. Does anyone have any suggestions on how to clean this?

    I tried using a portable clothes steamer from 25 years ago (not effective) but wasn't sure what else to do to clean this.

    Has anyone had any successful experiences cleaning something like this? Or suggestions?

    The fabric is not linen or silk; it is probably cotton/poly.
