Looking for about 30 cy of soil. Can have rocks and small pieces of natural debris (sticks, leaves). Prefer topsoil or at least something that is not all clay and rock. Must be free of inorganic debris and pollutants. No construction materials, oil, waste. Expanding wooded area on my property.

I'm sure you checked and made sure you weren't infringing on to the common land or into protected wetlands.....

I'd go around and see who's having patios built, their contractors usually have to dig out soil and usually just dump it into the common area with no regard for the HOA rules that ban this. This happened in a house opposite mine - the homeowners had their contractors come over common area to their back yard making ruts and damaging all of the small trees, etc, now I have lots of tire ruts to look at and their attempt to fill them in with dirt they had excavated .
