New Ashburn Elementary School Boundaries

    Did you also look at the numbers I posted for Creighton's Corner? How do you justify a school with 1275 kids? If VoW is back at Legacy, they will be at capacity and have no room to provide relief.
    The solution to all this is MORE than just Mill Run.
    Mill Run's numbers will remain relatively stable because it is about 99% built out.

    Broadlands may very well get moved out of Briar Woods at some point.
    When HS-6 is built in Loudoun Valley Estates in a few years to relieve Briar Woods, we may get moved there.

    No, nothing is a "done deal." It isn't done until 5 School Board members vote on it.
    Oh, I'm sure there will be changes. There are issues with portions of Belmont CC and Lansdowne about their movement.
    I think there are discussions about Legacy/Creighton's Corner being better balanced (within Brambleton, not with VoW).

    I would like the Mill Run/Hillside issue to be accepted as is and let them be concerned about these other hot spots.

    In all fairness, the Broadlands HOA, (while under Van Metre Control) & Developer of Village of Waxpool requested the construction and dedication of Laurier to be "a connector road". That said I do agree with the sentiment of your statement.

    See below for the archived Board of Supervisors June 6, 2006 Agenda:

    "... As part of the approval, the developer of Broadlands South reserved a portion of property for future street dedication. The purpose of this reservation was to provide an interparcel connector between the Broadlands South development and the adjacent property. The reservation area consists of approximately 563 square feet and would connect Broadlands South with Waxpool Village via Laurier Drive.

    The right-of-way necessary to complete these improvements has previously been reserved for dedication upon request by, and at no cost to the County. The developer of Waxpool Village has requested that the County call for the dedication envisioned with the approval of SBRD 2000-0106. The developer has agreed to prepare the plans, plats and legal documents necessary for the dedication, construction and bonding of the improvements associated with the construction of this portion of Laurier Drive.

    One pro I can think of, is in the past few days it has been widely reported that the Discovery ES principal is the former Thomas Jefferson HS (Fairfax County) principal.

    If this is true (and several people have told me this), I suspect the new Discovery will emerge as one of the finest & most innovated ES in Loudoun.

    The biggest potential con is: The School Board has yet to determine what middle or high school Discovery or Moorefield will feed too. That could be problematic for the older ES students and their families.

    Why would we get moved to Loudoun Valley Estates HS when its not too far from Briar Woods? Briar Woods is closer to us than LVHS would be. :conf2:

    This may have been mentioned already in this thread, but I believe at some point Claiborne Blvd will be built out to connect south to Ryan Rd, right near Loudoun Valley Estates. BW is technically closer-- but for many residents, Claiborne will offer more direct access to the LV Estates HS.

    Because Brambleton/Broadlands are easily the two largest communities going to Briar Woods. Briar Woods is located in Brambleton. I would note move Brambleton out of a school within their community so that another community could stay.
    Refer to the 3 tenets I posted previously.
    My only concern would be that Broadlands could be split between the two schools.

    I believe that connection will be completed in 2014, well before HS-6 will be opened.

    This connector was provided by the developer, as requested by the county. The Broadlands HOA had nothing to do with it and no say in it.
    The county usually requires connections between communities for traffic flow purposes.
    There was another connector further up Ridgeway, but it was recently taken out because when VoW was actually developed, there was no road to connect to on the VoW side.
    When these access points were created by Broadlands Associates, the VoW side had not even been rezoned yet, so it was not known what development would occur on that side.

    The info shown in the 2006 reference is for when Villages of Waxpool connected to the Broadlands side. The Broadlands connections were dedicated many years earlier.

    I agree with Vacliff's assessment that a bird in hand is worth two in the bush--that is, support the staff proposed plan. This is an easy one for the School Board, and it serves our main interest of keeping Broadlands together.

    Since Mill Run is almost built out, and likelihood is that there will be relatively fewer elementary students in the Broadlands and VoW over time as the population ages, this solution may be a relatively permanent one for us. Even if a new elementary school is built in the future, if we keep our community together and stay at or only slightly over-capacity, we have a reasonable chance of skating through the next boundary reorganization as well.

    I am not concerned about the degree of over-capacity adding VoW brings us to. Mill Run is an unusually well-run school, and has operated well in similar circumstances in the past.

    Let's call it a success and run with it.

    (And to underline Joy's point--Broadlands does need to come out in force, even if it is supporting the staff proposed plan. It can make an enormous difference.)

    I think there's something to be said for keeping us East-side riff-raff in Mill Run. We are part of Broadlands HOA, and in-and-of itself that presents a built in infrastructure and communications conduit that reaches families of attending students. this forum is a clear example of just that reach.

    I agree with the attrition logic. A majority of our kids are within spitting distance age wise, and turnover isn't rapid around here.

    Plus it seems silly, not to mention a very significant disruption to the lives of our kids, to shuttle them out of our school, when I could toss a rock and hit MR from the affected TH community.

    To the post about VoW supporting the bake sales and whatnot, that was a good laugh. I admit had a fleeting thought for a second that, should that swap actually occur, that could be a realistic catalyst. But my mind's drama movie -courtesy of OpenBandit - was put to rest in short order. It's inconceivable that this level of impact to our kids could occur for monetary incentive.

    Keep our kids in our school please....us east-side folks are good people if not a little eccentric at times (speaking for myself of course) :)

    The sidewalk between Broadlands and Villages of Waxpool has been completed for quite a while now.

If our DNs cannot remain in their existing schools where they've been since MR opened, then perhaps VoW needs to be moved to another school. There is absolutely no justification for moving 2 sets of children & dividing our community by separating our children from their friends & neighbors. I implore the members of our BHOA to act in our best interests and do not allow VoW to participate in our planning sessions until we can first ensure our own needs are best being met.

    Regarding school-zone boundaries: The BHOA board would request that the School Board only consider plans for the new Dulles North Attendance Zones that keep the Broadlands planning zones in their current schools while keeping the projected student population under or as close to program capacity as feasible. We are grateful for the involvement of Broadlands residents in this issue. Please be aware that the BHOA board has not designated anyone to be its speaker or neighborhood representative on this issue. Residents are, of course, free to contact any or all board members about this issue and we encourage residents to contact the school board to voice their opinions. Our contact information is on the Broadlands Web site and is in each issue of the Broadlands newsletter.

    This issue is causing a lot of understandable concern. Sadly, it is also causing the spread of a lot of destructive rumors that are not helping us as a community. More than anything else, a lot of us are simply asking, "What can I do about it?"

    After serving a term in county government, I can offer a few tips:

    1. Go to every public hearing where you are allowed to speak. If you don't go, the school board can fairly say you must not have cared. I know you do care, but the school board needs to see you in person to know that too.

    2. Don't believe anything you hear unless and until you can confirm it yourself. Rumors are, I believe, the most vicious and distracting part of local affairs. When someone says, "Well, I just heard that <whatever>," ask them who told them that, where they learned it, and why you should believe it. Better yet, just don't listen to them.

    3. E-mail, call, and ask to meet with your school board representatives. Ask to meet with representatives of other districts that might be affected by plans you support or oppose as well. They all get one vote, and no one says you aren't allowed to make your case to each of them individually.

    A lot of people tell me they would like to speak at a public hearing, but they are not really sure about what they should say. Here's what I always tell them: it almost doesn't matter what you say. The fact that you are there at all says you cared enough to come and face them. If all you want to say is, "My child goes to <name of> Elementary School. We live in Broadlands. Please don't make my child go to a different school," you will have done most of what anyone can ever do by being there. What will matter is that you are there.

    If anyone wants to meet with me to discuss this in any more detail, I'll be glad to do so at anyone's home, the nearest Panera, the Nature Center, by Skype, or however else you want to do it. Just ask me.

    (These are just my own thoughts, of course, not those of the BHOA board or anyone else.)
