Need Advice What is this on my bush - fungus?

    I found this all over my bush that now appears half dead. It's next to my rose bushes so I have a couple of questions. Is this treatable, can I save the bush? Will it spread to my rose bush? Do I need to get a preventative if this begins to infect my rose bush?
