I am purchasing a townhouse in SW. The second floor windows are low to the floor, about a foot high and there are not any rails on the outside. Other townhouse on my block do have rails, but because of the elevation mine does not get any. I have a toddler and I would feel more comfortable getting rails put up. I was wondering what I had to do to get the approved through the HOA and if I could start before presenting the idea to the HOA before the house is delivered to me or if I have to wait until I am an actual resident.

not sure that you need to go the direction of installing rails on the outside. Sounds expensive and too permanent. Take a look at this example of a window guard http://www.child-safety-gates.com/scstore/p-1051213GD.html

There are many items like this and for all different size windows - look around on the internet. And these are not permanent.

We have the gates that Zeratul provides a link for. They are great and pretty easy to install. Plus, you can take them with you when you go or sell them on eBay when they are no longer needed. No HOA approval required since they are inside the house.
