Paving on Claiborne?

    I was really surprised to find them digging out the blacktop on a lane of Claiborne today near Milford. I was so surprised because of all the streets I've seen in the area, I thought Claiborne looked pretty good in this area.

    I assume this a VDOT maintained road? What was the reason for this? Just curious as to why our money would be spent in a place I definitely didn't think needed it.

    I hear you girlfriend. On top of it to do it the first day of school traffic was an interesting choice too. They did have a sign on top of Claiborne by Croson Lane alerting drivers this was coming but I wasn't sure exactly why and what was going to be done to the road. :rolleyes3:

    How about contacting the VDOT local offices and asking that question? I wonder the same thing - in fact I wonder if it wlll be as crappy a job as they did on Rt 28 where the road is rougher than all get out.....

    This is a waste of tax dollars. The road was not in need of milling/paving.

    Beahmer, are you from Maine by any chance? Its been awhile since I've heard the expression "than all get out", but pretty common in my home state.

    Electronic signs south of gloucester parkway said paving through 9/17! The road is in wicked good shape (how's that StevieD?), but it appears they are doing several miles of it.

    The only sections that needed doing IMO are alongside Stone Bridge HS and the DMZ between Broadlands and Ashburn Farms (under the Greenway). The rest puzzles me.

    Agree! Was so confused as to why they were paving. I said I'm sure they could find a better use for our tax dollars. To which my husband replied "yeah, like the METRO." No kidding.

    Colossal waste of money.

    OF all the roads around that needed paving, Claiborne had to be near the bottom of the list.

    Who is the contractor?

    Well, now that the road is milled / ripped up...I think that it does indeed need to be paved.

    For those that were wondering why and Im still not sure after reading the response:


    My email to VDOT:
    Claiborne Parkway Paving - I just wondered (as have many other residents of Broadlands and Im sure other areas as well) why this is being done. The road did not appear to need any paving. In addition, all the paving I have encountered lately (including the Route 28 Paving above) the road surface appears to be rougher shape than before. This causes excessive road noise and while on a main road might not be as of a deal - in a residential area for the homes close by this could be extremely annoying.

    VDOT Response:
    Brian,On the secondary system some routes exceed normal traffic volumes above 6000 VPD. They are identified as high volume (HV) secondary routes and they cost nearly as much as some Primary routes to maintain. The HV routes can also qualify under the Federal obligation, where many of our secondary routes fall below 6000 VPD qualify for limited state funds. I‘ve included a map of all the roads in and around Claiborne Parkway, route 901 area and how they all compare (See PDF). We consider 3 elements of pavement condition as our set criteria and not always in this same order: Pavement ratings, traffic volumes and age. HV routes carry higher than normal traffic loads and have a shorter pavement life cycle. Therefore, the HV routes require more frequent maintenance than the lower volume secondary routes. Claiborne Parkway has a Traffic grouping of XVI (17) 20,000-29,999, our resurfacing range in this category using the Combined condition index (CCI) = 60_20 rating (See Attached ratings).

    The Latex Slurry seal on route 28 is a type “C” Micro-surface application approximately 5/8” thick. Latex serves as a preventative maintenance application to seal and protect the existing pavement surface extending the life cycle and provide a new wearing surface. This Re-establish a new Combined condition index by improving the overall rating level back to a (CCI) = 100. Over the next 3-6 months the db levels (noise) will begin to reduce as the surface texture wear down from the heavy traffic volumes.

    allow me to translate: "dear concerned citizen, rather than do a study to find roads that need immediate paving, we used some weird formula from a very expensive system that spit out Claiborne as being due for re-paving. because we paid so much for this software, we don't want to say that it's wrong, so there you go. also, it was use it or lose it county money, and we would get less money NEXT year if we don't burn through the cash on projects that our expensive system tell us to use.

    the noise? that's the cheapest crap we could find to seal the road- it would cost hundreds of thousands for a material that reduces noise, and none of us live off of claiborne, soooo.....

    and btw- by the time the noise goes away, the aforementioned expensive software will tell us to pave claiborne again."

    of course, i could be wrong, but that was FUN to to write!

    I've been toying with the idea to start a new website about Loudoun roads. Some of the decisions, etc are crazy. A road in my neighborhood was never finished (from 20+ years ago) and still has raised manhole covers. Other roads are reverting to gravel. Nokes up by Lowe's crams into one lane at route 28 when it really should be two straight lanes. And on and on and on. I could post a new road per week. Roads with name changes alone could be months worth of topics. I just read recently that Loudoun's transportation director is leaving the county. I'm shocked we have one! They're hiring, if anyone's interested. Think the salary was around $155,000...

    Can you please kindly ask the VDOT rep when they plan on painting the lines back on 28S and the Waxpool merge? It's a complete free-for-all in the mornings for almost 3 weeks now because the lines are gone. It seems everyone decides to make their own merge lanes. I've seen 7 wide in the morning at the merge, completely nuts!

    Probably more than ONE per week possible. And yes I have no idea why they had to squeeze Nokes down to one.
    Maybe thats my next question that they can then avoid.

    This was part of my original email - since they had painted I left the response out. For the record my original email was on August 29th which specifically asked what the heck was going on with the striping coming off Waxpool. SO it only too almost two weeks to get it resolved. Im sure there is some formula that tells them when they need to stripe as well - LOL!

    What I find amazing is people are supposed to be overseeing these contractors and my note was a good week after the paving was done. So where was the guy who came from VDOT and then thought hmm that's a pretty shade of black - but seems like we are missing something???? Oh yeah the lines!
