Pre-1982 penny hoarders are actually a big thing. They hoard any copper pennies dated pre-1982 in the hopes that eventually, the penny will be will be removed from circulation because it has outlived its usefulness, and it will be legal to melt them down and make money from the copper contained in them. Each penny contains about 2 cents worth of copper, or more since prices fluctuate. If you search for "copper penny hoarders" you'll see what I'm talking about. NPR had a short segment about the phenomenon back in 2014 - https://www.npr.org/2014/05/21/314607045/penny-hoarders-hope-for-the-day-the-penny-dies

This person probably gave up waiting for the penny to die and is trying to recoup his/her losses ;-)
