Here's the quote above from the Dominion reference in full context - the document was produced by the Dept. of Energy not Dominion. I've also heard that they will not buy back electricity beyond what you use (you could have a $0 electricity bill, but you would never get paid for additional energy generated).

If the following conditions apply, you might want to do more research to see
if investing in PV is right for you:
    • Your site has adequate solar resources.
    • A grid connection is not available in your area or can be made only through an expensive power line extension.
    • You are willing to pay more up front to reduce the environmental impact of your electricity use.
    • Your power provider will connect your system to the electricity grid and buy any excess power you produce.
    • Your state, city, or utility offers rebates, tax credits, or other incentives. Visit www.dsireusa.org to find out about financial incentives in your area.

I got a quote from Infinergy for an 8 KW solar system and it was going to cost me $127 a month and they accepted the Federal Grant as my downpayment too. Best deal I found so far

Interesting. I have a house with a significant portion of the roof facing south. A couple of questions.

Can you share the how much the quote for installation is?
How much of the electricity demand will it cover?
I was surprised to see that an installation in a Dominion Virginia Power area would be eligible for credits from the Tennessee Valley Authority (TVA). I didn't see Dominion or Virginia Power on the list: http://www.tva.com/greenpowerswitch/partners/distributors.htm

    Thanks.

Dominion has setup a significant connection charge in their price structure. You cannot just divide your bill by the KWH utilized and I was told that the TVA credits do not apply.
