HOA Question Pool pass question

    Do grandparents who just want to watch the kids swim need a pool pass? (they are in their 80's and won't be swimming, just enjoying)

    Children can bring their grandparents as guests provided the 10 guest passes issued at the beginning of the season have not all been used. Additional guest passes can be purchased if needed.

    Uh, last year they didn't even check for guest passes, so why bother selling them. Now, this was only at southern walk pool, I don't know about the other two.
