New Ashburn Elementary School Boundaries

    Hence the first line of my above post.
    I am very aware of most of what Erika accomplishes and she knows how I feel about her efforts. The intent of my post was to only inform those who think the SW HOA has more "official" say into what transpires in the Southern Walk community outside of the Openband contract. I only weighed in as I have had a couple of neighbors ask me if the SW HOA had or was going break away from the Broadlands HOA (I serve on a BHOA committee).

    So if I read this right, Broadlands (as a whole community) stays at Mill Run & Hill Side - literally.

    DN 43 & 44.2 actually reflect what our plan recommends, that these communities (which are on the other side of the Greenway) will go to Discovery. This is fantastic news.

    Villager and Pea - thanks again for all of the updates/information. Is it a reasonable expectation that we would see little or no variance from the Proposed Base Plan ?

    You'll have to go to the next public hearing to hear any opposition. The last HS redistricing ended up with a solution vastly different than the baseline plan.

    If you are happy with the plan, it is important to let the School Board know!
    There may be other communities unhappy and changes can still be made that might negatively impact the proposed Hillside or Mill Run proposed boundaries.

    There is one small portion of Broadlands that is being cut out of Mill Run, but nobody lives there yet, so those residents will move in knowing their school. This error could easily be corrected in a future boundary change.

    It would be beneficial for the Broadlands HOA and Villages of Waxpool HOA to issues a joint letter of support for this plan.

    I would urge the BHOA to NOT support this.

    Villages of Waxpool is asking to be split from their current DN (which they currently share with Alexander Chase). "If" the School Board approves said plan, this will put Mill Run way over capacity. While Hill Side & Legacy will remain largely under or at capacity.

    Not to mention that Villages of Waxpool has deceptively lobbied several current School Board members, stating they are within the "walk zone" for Mill Run, which is patently false. Laurier does not have a complete sidewalk, it would mean students would have to walk on private property or on the road.

    But the larger issue is if Villages of Waxpool are added to Mill Run, their projected student population will cause portion of Broadlands (mainly in Southernwalk specifically DN 44.3 etc) to be moved out of Mill Run in 2-3 years, especially if the SB approves the purchase of land (near the south part of broadlands) for another Elem School.

    Ericka,

    The DN for the Villages of Waxpool (VOW) is already split from Alexander’s Chase. The HOA requested this to be done at a public school board meeting almost 5 years ago because of the large size of the planning zone. Other DNs were previously/recently split as well.

    Before Legacy, the VOW community attended Mill Run (but as we all know, changes to school boundaries have long caused communities to go further south).

    The good news is that the Village of Waxpool's elementary attendance population is actually projected to decline going forward given current demographics. If another elementary school is built in the future, I'm sure another school boundary study will look at this all over again.

    And as far as sidewalks go, Laurier drive has been fully paved for about 4 years now (the map in the attendance zone briefing material is in error) and the back entrance to the VOW community is only about 14 houses away from Mill Runs parking lot (i.e. over 80% of all homes within the VOW are within the 0.85 mile walking zone).

    Homeowners in the VOW support the base plan because it makes sense for a variety of reasons. It’s a balanced approach that supports stability, keeps communities in–tact (including Broadlands), supports geographic proximity, and reduces transportation costs.

    The numbers provided by Dr. Adamo's Oct 18th presentation (slide #14 of attachment) in fact show Mill Run numbers increase, assuming Village of Waxpool is moved to Mill Run.
    While Legacy & Hill Side numbers decrease and in some cases are well below their capacity numbers.

    Hill Side: '13 capacity#716. Projected '13-14 = 691
    Legacy: '13 capacity# 952. Projected '13-14 = 878
    Mill Run: '13 capacity# 842. Projected '13-14 = 953, '14-15# = 960, '15-'16# 966, '16-'17# 975 & '17-'18# = 955 (the Mill Run numbers reflect your community moving from Legacy to Mill Run).

    Again there is no way, I would ever suggest that the BHOA approve the current SB plan.

    Our group is working to keep Village of Waxpool at Legacy or move you to Mooreview. The numbers clearly show moving Village of Waxpool in to Mill Run, will cause this school to be one of the very few ES that will be 10-18% over the approved capacity. Frankly the walk-zone, # of houses away etc are all red herrings, it is going to come down to total student population.

    I think this plan is fine.
    The Mill Run numbers remain relatively stable, even if they are above the program capacity.
    Quite frankly Mill Run has operated at or well above its program capacity for most of its existence and has been a phenomenal school.

    When Villages of Waxpool attended Mill Run several years ago, there were quite a few walkers from that community. (I know because my wife was the crossing guard at Mill Run for several years and knew all the kids).

    This plan keeps Broadlands at the two Broadlands elementary schools. I would urge residents from both communities to ask their HOA Boards to support this plan.

    The only thing that worries me about this plan is that as was stated, Mill Run will still be well above capacity. The meeting last week had quite a few supervisors mention that even though high capacity schools are doing well, they felt that they should STILL not be that high as a whole. I think that sending Carisbrook and the apartments and townhomes across from that to Discovery makes a lot of sense, but I don't think adding Villages of Waxpool makes sense. If Mill Run were at a lower number, sure, but with the numbers that they are at, no. I would say keeping VOW at Legacy and keeping the rest of the proposed sections at Mill Run sounds like a better deal. I think Mill Run and Hillside should just be for kids in the exact Broadlands community- ie people who pay HOA dues to Broadlands, and kids who live in the Broadlands should be given first "rights" to attend Broadlands schools. Just my thoughts.

    Attendance at Mill Run has had an excellent record of running very well, even when enrollment levels run about 100-125 over program capacity. Before the base plan, enrollment at Mill Run was projected to reach about 225-250 over program capacity, which is why changes were made in the base plan to keep it within acceptable levels.

    I did not know that was your wife who use to be out there every morning helping the kids cross the road. She was always very friendly and in my opinion did an excellent job!

    I also think the base plan makes a lot of sense for the Broadlands and the VOW communities (we are neighbors afterall and many former Broadland families now live in the VOW continuity).

    Like you, I now spend more of my time sitting on the sidelines when it comes to the HOA...but as far as I know, the VOW HOA fully supports the base plan.

    Erika, just to clarify- on post #65 you said this was "fantastic" but then in post #70 you encouraged the BHOA NOT to support it. What changed? I personally think that it would be a perfect plan IF VOW was removed from it. Is that what your thought is, if I am reading correctly in the post #70?

    The LCPS staff does NOT view it that way. In their eyes, these are all county schools, and no community has any guarantee of attending any particular school. That's why it sometimes takes a lot of work to get the School staff/Board to keep a community together.
    This is the first time in the last several boundary changes where the staff HAS NOT tried to send parts of Broadlands to other schools.
    HOA dues have nothing to do with the school system.

    You have the most experience with this issue as having been President of the HOA during these other times. I ask you to counsel the current Broadlands board on how to fight this fight to keep the Broadlands kids in the schools within the community.

    Can someone clarify for me what is meant by Broadlands North? What Broadlands areas are considered NE, SE, NW, & SW?

    Cliff, Villager, & Erika, you're so well informed on this subject. Do you happen to know, if none of our current Broadlands residents were moved from Mill Run would we be over capacity?

    At the moment the plan KEEPS all Broadlands kids at Mill Run and Hillside.
    Yes, Mill Run is over capacity, but as I mentioned before, it has been over capacity most if its existance and runs well.

    If our residents fight this plan because of the overcrowding at Mill Run, it will probably not be Villages of Waxpool that is moved out. There would be a real possibility that some of the eastern sections of Broadlands could be sent to Discovery or Moorefield.
