New Ashburn Elementary School Boundaries

    "Broadlands North" is generally Broadlands north of Waxpool, with a few exceptions along Truro Parish.
    "Southern Walk" is the area south of Waxpool that is served by Openband.
    SouthernWalk HOA only represents the Openband contract.
    Broadlands HOA represents both Broadlands North and SouthernWalk on any other issue.

    To answer your last question. If ONLY Broadlands residents attended Mill Run, it would probably be right at, or slightly over capacity. The only other community at Mill Run is Villages of Waxpool.

    I think what VOW residents need to understand is this: Broadlands residents
    do not have anything personal against you. The problem is that 1. It doesn't make any sense to move your neighborhood into a school that will already be overcrowded. 2. The alternative is to kick out a section of Broadlands (44.3), thereby breaking up our commmunity, and taking kids out of Mill Run, the school they have been in since our neighborhood was built. You haven't been there for three years. And that section is closer to Mill Run than the vast majority of homes in VOW. 3. The problem (as Kevin Keusters stated) is that there will be another elementary school built in this area in just 2 years, and if Mill Run is overcrowded we will likely need to be rezoned again. I understand VOW's frustration with moving schools, but the zoning/planning people are at fault for this constant game of playing catch-up with new schools, and shuffling these poor kids around. You really can't be angry with people who want to keep their community intact.

    Cliff, is the intention to move any current Mill Run students to Hillside, and if so which DNs? Just trying to understand if the current plan will allow our children to stay at their existing school.

    Also since you've been through this before, how likely is it that the plan will change multiple times before it's finalized, and what can we as BHOA do to ensure the best possible outcome for our community as a whole?

    I tried to delete my posts, but I can't- SO- I just want to be clear that above all I SUPPORT the proposal. I was simply under the impression that Mill Run would be unable to accommodate the number of children the proposal has, and there is talk that VOW was urging for section DN 32 to be the ones to move. I have nothing against VOW. I just thought it would be odd to move one group in while moving one group out. I am hoping that the current proposal goes through, I truly do.
    I also realize that my comment about HOA might have not been worded as it should. I do know that HOA dues do not fund the schools, and that all of us pay tax dollars to the schools. I meant for it to talk about a community as a whole, and what makes up that community, in terms of moving out and moving in. No matter what, that will offend someone, and I really did not mean to do that in any way. Bottom line- I support DN 32 unchanged.

    Sorry for my delayed response, I have been in meetings since 7PM with other concerned parents and just walked in the door.

    Here are some facts (not opinion, facts. I posted the presentation - again - take a look at slide 14):

    Fact 1: Village of Waxpool at been at Legacy for over 4 years. If they remain at Legacy, it means Legacy's 5 year projected capacity numbers will be over by 1.5%.

    Fact 2: Moving Village of Waxpool in to Mill Run, that will bring Mill Run to 14% ABOVE capacity.


    Fact 3: This move also disrupts VoW Cluster/Feeder - they are not presently slated for Eagle Ridge MS and by moving them to Mill Run, this will also impact capacity issues at ERMS.

    Fact 4: Hill Side will be slightly under capacity.

    Again these numbers were provided to the public during Dr. Adamo's Oct 18th presentation (and posted here). The numbers are itemized on slide 14. Those who were actually present for the Oct 18th meeting, know Dr. Adamo spoke about Village of Waxpool 7+ times, his notes have since removed all mention of Village of Waxpool .

    The reason I initially said the base plan was "fantastic", was it moved several non-Broadlands students to Discovery: Carrisbrooke, Regency Park Side etc - about 220 students out of Mill Run. But after further review, it became obvious that Dr. Adamo is advocating to move Village of Waxpool back to Mill Run.

    Again, the reason I would urge the BHOA to not support this plan, is it moves 88-116 students back in to Mill Run, causing it to be well over capacity. As stated in the above facts 1-4. The current School Board has made it clear that they want all ES to operate at or near their current capacity.

    Last Thursday, Oct 18th, Kevin Kuesters, our School Board member came to our meeting, we had over 72 parents in attendance. Kevin was generous with his time and fielded dozens of questions. Send me a PM and I will be happy to bring you up to speed. I hope my response was helpful and helped clear up any confusion cause by other people who are not actively involved in the process.

    I'm curious about where you've heard this talk. I'm a Broadlands resident in DN 32 and would be very upset to be moved out of Mill Run so VOW could move in.

    Where in the notes is the information removed? I see it on page 17.

    Mill Run has a capacity of 842 students. If DN43 (average of 120 students) and DN44.2 (average of 80 students) are moved to Discovery, that reduces enrollment by an average of 200 students over the next 5 years, leaving enrollment at a projected level of an average 865 students. If DN32.2 (VoW - average of 86 students) is moved to Mill Run, that brings the total projected level to an average of 951 students over the next 5 years.

    So I looked at the projected numbers for both the current proposed plan (Villages of Waxpool moves to Mill Run) and the plan if Villages of Waxpool stays at Legacy.

    Mill Run's capacity is 842 and Legacy's is 952.

    Current proposed plan for Mill Run's numbers:
    2013 953
    2014 960
    2015 966
    2016 975
    2017 955
    Every year is well above capacity, with the worst being 2016 at 15.8% above.

    Current proposed plan for Legacy's numbers:
    2013 878
    2014 888
    2015 883
    2016 873
    2017 868
    Well below capacity every year.

    Village of Waxpool's elementary students projected per year:
    2013 88
    2014 87
    2015 88
    2016 84
    2017 81

    Here are the numbers if Villages of Waxpool remains at Legacy:
    Mill Run:
    2013 865
    2014 873
    2015 878
    2016 891
    2017 874
    Mill Run stays above capacity, but no more than 5.8% in the worst year.

    Legacy:
    2013 966
    2014 975
    2015 971
    2016 957
    2017 949
    In the worst year, Legacy is 2.4% above capacity, and drops back below capacity in 2017.

    Based on these numbers, there really is no valid justification to move Villages of Waxpool from Legacy to Mill Run.
    This reverses my earlier opinion, but this is the first time I actually compared the numbers at Mill Run and Legacy.

    Cliff thank you for providing these numbers. It clearly helps to illustrate the capacity between the two schools and why a move for VOW doesn't make sense.

    Confused - Don't the children from Village of Waxpool already attend Legacy? Don't they want to remain at the same school where their children may already be attending and know the teachers, friends, and families there?

    It seems to be most logical to keep all of the large Broadlands community at the schools here in the community - Hillside for those in Broadlands homes North of Waxpool/Truro Parish and Mill Run for Broadlands homes South of Waxpool/Truro Parish.

    If Mill Run or Hillside end up having extra room, then maybe pull in some of the closer smaller communities, but Broadlands seems to be still building more homes (under construction towhhouses on Waxpool backing up to toll road), and I just noticed signs across from the SW McDonalds so it seems Mill Run may be well populated for many years to come?

    Additionally, is another small community being built across Belmont Ridge from Village of Waxpool and next to the Baptist Church? Will it be zoned for Legacy? It just seems to make more sense to keep those smaller communities which back up to or across from each other (Alexander's Chase, Reserve at Waxpool, Village of Waxpool, Windermere...) together at the same school (Legacy?) with some of their neighbors and friends.

    These are the numbers I have based on the Excel spreadsheet on the LCPS website. The chart below is for Mill Run after rezoning students to Discovery Elementary and not adding anyone. What Cliff shows might be more current if the LCPS admin staff adjusted the numbers since releasing the spreadsheet.

    Villager - the numbers you have only include "broadlands DNs", so it's not entirely accurate. As you know during the Oct 18th work session, Dr. Adamo recommended moving VOW to Mill Run (see my previous post and attachment).

    I'll email you the updated excel workbook.

    You are correct. These are the numbers if the Discovery students are moved and no other areas added. The Base Plan does include the additional students, which would add approximately 82 students to the numbers.

    If I am guessing correctly, it is most likely the parents who want the move as Mill Run is much more convenient for their daily lives. Closer dropoff/pickup, closer to major artieries exiting Ashburn area saving some time getting to/from work.

    Seems to me the Oct 22nd presentation explains walk-zones and shares NEW data on walk zones & number of students who attend/leave schools outside of their assigned DNs.

    1) On slide 3, it appears LCPS Admin explains the criteria and the evolution of "walk zones" for various schools.

    2) On slide 4 - Data details the "Approve Special Permission In & Leaving ES assignment". It itemizes the numbers for students who attend ES school(s) outside of their designated DNs(zone). I would assume the direct impact is after school care, such as Winwood, Open Arms etc.

    Mill Run ES:

    Hillside ES:
