We are replacing our garage doors with insulated ones. The only difference visually is the new ones will have the small windows along the top. There is no style or color change. Do we need to submit a Modification Application?

I would suggest that you do submit one.

Does anyone know if you replace the garage doors with the same look, white no windows if a Modification Application is required?

I don't get approval if I'm just updating the existing materials with something new of the same design.

If you are replacing with the same material, color, and design, then you do not need approval.

If any aspect of material, color, or design is changing, then an application is required.

I've replaced rotting wood trim with vinyl/PVC, but it's the same color of course... should I have gotten approval for that? I didn't think I needed to if it looks the same (or better, not rotten!) as before.

It never hurts to ask or submit an application. BUT....
You are fine boomer as your home most likely already had vinyl/PVC somewhere visible. :D
