Does the HOA have any regulations about what is considered an appropriate hour for loud lawn maintenance on a weekend?

Is it okay for a professional landscaping company to start using a gas-powered leaf blower at 8:30 a.m. on a Sunday, and on Mother's Day no less? That did not start our day off well.

When I went outside, I pointed out the hour and that some people were still sleeping. I asked for the name of his company, and he refused to tell me. His truck had no signage on it either. I'll find out from the neighbor that hired them what the name of the company was to file a complaint.

Why "unfortunately"? The have a job to do like most of the rest of us do and "unfortunately" for them, that includes most weekends.
If they start later in the day, then people would bitch about something else... "I was trying to enjoy a dinner on my deck", "my children were chased from the yard after school by a mower".
And heaven forbid the grass gets to high, people will complain even more!

I would change the start time to 8 or 9am. Mowers don't bother me, it's the leaf blowers at all times of day. And anyway, blunoz said the neighbor hired a lawn care company. The neighbor can request a later start time.

As for the length of grass...we feed and water it so it will grow so we can mow it. I would rather see attention being paid to the houses with rotting trim and dilapidated, unkempt decks, and trash bins in view year round.

Also consider that this is their busy time and that it gets pretty hot in the afternoon. They probably start early to get done earlier.
