Curb parking on narrow townhouse streets

I live on one of the many narrow townhouse streets where one curb is a fire lane but the other isn't. More and more often, people are parallel parking along non-yellow curb, and to be clear, these are vehicles that are being parked for long periods, not temporarily stopping for loading/unloading purposes.

While I assume this is legal, it makes it very difficult for people backing out of marked spaces or even one's own driveway, and there have been fender-benders because of this. Bringing one's concerns directly to the individual at best falls on deaf ears.

With all this in mind, how would one go about petitioning for "No Parking" signs on the non-fire lane sides of the street?

    Thanks in advance!

Can anyone at least tell me if it is an HOA or county thing?

    A related question.

In my townhome area of broadlands south there is a designated parking area. The problem is that all of the parking lines have worn away. Who should be contacted about having the lines repainted?

I emailed the HOA about this and was told that they are in the process of reviewing all of the roads and sidewalks throughout the community to determine what maintenance needs to be performed this year. If the road is ready soon for milling and overlaying or sealcoating, they would wait to repaint until this was done to repaint the lines.

Maybe if more from Southern Walk contacts them about this, then they would look at the particular parking areas first.
