Need Help! Recommendation Needed for Ceiling/Vent Leak

We are experiencing a recurring water leak from either the ceiling or the air vent in our 3rd floor guest room whenever heavy rains come to the area. Can someone recommend who to contact to look into reparing this? Would it be a HVAC company, a roofer, or a general repairman?

We currently have a bucket and a soaked comforter in our guest room, so any quick replies are definitely appreciated. Thanks in advance!

I want to add a second for roofer 911 - he did an assessment on our roof and while we already knew the shingles were improperly installed he also found our gutters were not installed correctly either. He used a thermal image scan device and even detected where VM didn't put insulation in our bump out (nice). His quote to fix everything seemed very reasonable given the cost it would be out of pocket to us to attempt to go after VM in court.
