some of the iron railing for my rental property is rusted and one piece of the railing actually broke off,

    Questions:
    1. can I replace them with Non-Iron railings? e.g. is the HOA going to fine me?
    2. can someone recommend a handy man that does this type of work?

    Thanks
    Will

Will, if you replace the railings with the same material and same design (or close to the original design), then you do not need to submit an application as it would fall under "maintenance" of the existing item.

If you change the material or drastically alter the design, then you would need to submit an Application.

    Will,

Are you talking about replacing the metal railing placed outside the french door for safety? If yes, you can have mine for free as I have no need for it, we took ours offs after we put in a deck last year. If needed just PM me.
