I have read the design guidelines for shutters and have a question regarding the statement "No application is required for the replacement of existing approved shutters with shutters that are similiar in style and color".

For some reason, and unlike most single family homes, our shutters (tan) and front door (red) are different colors. I assume that this was the builders choice though as the second homeowner I do not know if they were changed previously. I would like to replace them with (hopefully) identical shutters but in red to match the door. Does this need to go through the application process and modification committee and if so, would just a photograph of the existing shutters and proposed replacement shutters be acceptable?

Yes, this needs approval from the Modifications Sub-Committee and photos would be fine with your application.

Thanks for the advice. I will submit this to the Modifications Sub-committee.

We have a dark red door and blue slate colored shutters. We kept the colors and had them re-painted when the exterior was re-painted last fall. If your shutters are still in good shape, just have them painted in the color you want, though the color change will need to be approved. Cheap is good.
