HOA Question Why haven't our streets been plowed??

As far as I know it is not an item we are allowed to build reserves for so any way you look at it the budget will take a bigger hit every 7ish years however that hit may come after the snow rather then before.
To be honest what I happen to believe this was just a lot of little things that have now added up to a big thing. In the boards efforts to keep costs the same in 2009 we made a lot of cuts that in a normal year would have been ok, but with all the forclosures that happened, plus the nasty wind storm in the spring and the major snowfall in December it just beyond exceeded what we could absorb. Any one would have been fine - probably even 2 but all 3 was just more then the budget could handle. We did make some adjustments in the 2010 budget that helped with the 1st 2 issues but at this point it does not appear it will be enough as the total defecit ended up much more then we could have foreseen.

I am of the philosophy that you raise money when you need it. If you build up a "slush fund" it will need to be spent. Then if you get hit with something, you will need to raise fees again. Also, if there is extra money laying around, it is easy to find ways to spend it.
