    What a cool idea.

So we don't have to ask HOA for permission to plant a tree on our own property?

Nice idea. Thanks for posting it

No application needed to plant landscaping, only if your project involves hardscape (retaining walls, walkways, fountains, statuary)...one caveat... take into consideration how large a tree will be at maturity, especially if planting near your property line. Adjacent homeowners can tree limbs which overhang their property.
