I saw an idea about using gutters for gardening. I wanted to buy some length of gutter (green/brown) and attached it to my deck to grow some vegetables in it - maybe 2 or 3 rows. It would be on the deck columns, maybe 2-5 feet above the ground, obviously in my back yard which backs to common areas. I want to plant some veggies but have a hard time with my dogs.

Do I need HOA permission for this?

Your best bet is to apply for any exterior modification. If you saw the article online or in a magazine; pictures from it, a photo showing your deck as it is currently and where you plan to place the gutters plus a photo of the materials you plan to use would probably be all you need. Contact Robin, the secretary to the Modifications Subcommittee at 703-729-9704 or rcrews@broadlandshoa.com for more information about modification applications.
