HOA Question idea to put mulch beds around decorative fences ...

... and the light post so that the HOA grass mowers don't continue to gouge them. Nothing like painting your fence (the white ones that are a few feet long) and then watching the paint near the bottom get scraped away each time the grass is cut. We have a big dent in the light post by the garage, too. Just wondering if anyone else has put mulch beds in these spots and if anyone has any recommendations? Also wondering if we need to call Miss Utility for something involving shallow digging like this. Thanks!
