    Costco for sure. I think Walgreens does it too.

    We have found Costco to be the cheapest of all...I believe a set (2 PP) costs $5 or $6...can't remember the exact price.

    If you're short on time, they can take it at the Ashburn USPS Passport office when you apply for the passport.

    You can go to Postalmasters next to safeway. i would also recommend to fill out the forms online and print to bring to the post office.

    If you're a AAA member you can have one made at the AAA office in Lansdowne.
