    From Loudoun county animal control.

    Failure to purchase dog licenses can result in a $250 fine and is classified as a Class IV Misdemeanor.
    Leash Law: All dogs must be on a leash or under direct control of their owner or custodian at all times when not on owner property and is roaming, running or self-hunting.

    You get a fine for not having a dog license, but nothing for violating a leash law. Guess we know where their priorities are focused on.

    It is relatively easy to prove if a dog has been licensed...much more difficult to prove it is running off leash unless animal control picks it up...and in that case the owner would be fined when they go to pick the dog up.

    The most that can happen if they pick up a loose dog.

    Strays: All stray dogs must stay with the animal shelter for 10 days and all stray cats must stay with the shelter for five days, after which the animal becomes the property of the county. Approved strays are available for adoption, however, the adoption will be voided if the owner of the stray comes forward.

    Reclaiming a Pet: To reclaim a pet, a person needs proof of ownership — a rabies vaccination certificate, veterinary records or a dog license will suffice. Daily boarding fees at the shelter are $15 for livestock, $15 for dogs, $10 for cats, $8 for reptiles and $5 for exotic animals, rabbits, ferrets and rodents. In the event that an animal warden brings the pet to the shelter, there will be a $30 pickup fee for the first time. Subsequent pickups in a 24-month period are $50.

    Just saying that the penalty/fine for not paying taxes on your dog is more than if your dog is running lose in the neighborhood. That's all.

    Wow, is that still a problem? Where in Southern walk are you? There is a house on my street that has a pitbull and they have been doing that off and on for YEARS. I always see Animal Control stop by, but they never answer when the come. If this is the house I am thinking of, it has been a LONG problem, and is not a first offense.
