    G&B is seeking a Program Manager/Senior Management Consultant in Washington, DC. The position bridges two contracts, the initial contract through March 2011, then transferring onto another long-term project (4+ years).
    The qualified candidate will have strong Program Management experience, will be PMP certified, and will be knowledgeable in Capital Planning and Investment Control and have experience in all or most of the following areas:
    • Organizational Evaluation
    • Program Management
    • Enterprise Architecture
    • Process Improvement
    • Demand Management
    • Earned Value Management
    • IT Governance

    The initial program supports the Pension Benefits Guarantee Corporation, where our focus is providing support for Capital Planning and Investment Control (CPIC) to the Office of Information Technology.
    Primary duties are outlined below:
    • Provide management to the program, including personnel decisions, P&L, etc.
    • Development of Capital Planning processes, procedures and other related documents as required by CIO
    • Exhibit 300 Support for FY 2011
    • Engage with investment teams to provide guidance on how to improve their Exhibit 300 and related artifacts
    • Review and score Exhibit 300s
    • IT Investment Dashboard Monthly Updates
    • Engage with investment teams to provide guidance and support for their monthly updates
    • Help establish strategy for PBGC monthly updates
    • Work with leads from ProSight and P6 to help establish capital planning business requirements for those tool sets


    • Continue to set strategy for Capital Planning program development especially as it relates to control and evaluate
    • Provide support for weekly CPIC meetings with CIO, CPIC working group and CPIT governance board Manage project schedule in P6 for capital planning program

    The second program is in support of the Health and Human Services Office of Inspector General (HHS OIG), where we are providing business transformation support. This is a new award for G&B and as such, the program is in its initial phase. The Program Manager will come in to the program following an evaluation and strategy planning period of an initial six months.

    Primary duties are to:

    • Execute the projects as scoped out by the Business Transformation Architect during the initial six months of the program.
    • Understand and be able to implement Earned Value Management in the context of investments (i.e. IRR)
    • Provide Capital Planning and Investment Control leadership and support.

    Qualifications Required• Candidates for this position should be PMP certified and hold a minimum of a Bachelor’s degree in a related field.
    • Candidates should posses a minimum of 10 years of experience in the areas of Program Management and IT Governance.
    • Candidates should possess significant experience in the Federal Government sector.
