My section is now being plowed by VDOT so I was wondering if I can expect to see a decrease in my HOA fees? If not, why?

No - prior to your street being turned over to VDOT is was plowed and paid for by the Developer. So there was never a cost in the HOA dues for plowing your streets. The Townhomes and Courtyards are the only area that have snow removal built into their budgets and the HOA takes care of these.

Any one who lives on a private street TH, SF whatever pays higher dues then the rest of the community. Why? Snow removal and road maintenance. So no you are not getting any money back from the HOA for plowing because you never paid the HOA for any plowing.
