What Could It Be??

    I came across this picture I took a couple of months ago from my back patio, and I still cannot figure out what it is. I just caught it descending into the tree line behind my house and got only this one quick shot. It is at several hundred feet of altitude I would guess, and came down somewhere along Croson. It seems to be a parachute on the right - collapsed - with a three-legged something on the left. Weather instrument from Dulles/NOAA facility? Open the picture and zoom in - any ideas welcome.
