    You can go here and get as close a look as you would like to your property or the whole community

    http://gisinter1.loudoun.gov/weblogis/default.htm Once on this page enter your address under the search; and then under Map layers/Environmental select Draft RPA Screening Tool . This will show which lots and common areas could be affected.

    Thanks. I had been using the "Draft Chesapeake Bay Area" and not the "Draft RPA Screening Tool". Using the latter, I see that the front edge of my property is darkened and quite a few houses on my street are entirely shaded.

    That brings up a good question; if only a portion of one's lot shows as being 'affected', does that mean the whole lot is? For example, if part of someone's front lawn is in the 'area', does that mean that they would have to go through the whole review process if they were to want to add a deck or fence at the rear of their property?

    Yes, because your property would be flagged - meaning a true RPA delination would have to be done to figure out if your proposed change is actually in or out of the true RPA limit.

    That's the crappy part - because there is no true line until someone does a study - you're treated as guilty until proven innocent :)

    Certainly this effects more than just Broadlands and Brambleton. I wonder why we haven't seen one of the local papers latch onto this and run a story?

    Leesburg Today has.
    Washington Post called me about it a while ago, but I guess they decided not to run a story.

    I liked the one in the Loudoun Independent where you said something about how people can put down all kinds of chemicals on their yard but might have trouble putting up a swing set.

    Permits to put up a swingsets is probably a stretch but I see the point of the quote. Although I would like to see this proposal get passed - it irks me that it's being proposed years after development has occurred.

    Actually, the swingset example is NOT a stretch. ANY structure would be impacted, such as a fence, a shed, a water fountain, and yes, a playground set and/or a swingset. That's what makes this proposal so ominous...

    If this is passed by the BOS, does it take effect immediately or will there be a phase-in period?

    That was me that was quoted. And it is a FACT that if passed with no changes, and your lot is in the seaward 50 feet of the RPA, you will not to spend thousands of dollars in fees and have a public hearing in order to put up a swingset.............but feel free to dump all the pesticudes and fertilizers you want on the yard. No problem there!

    Perennial Flow Determination: $500 - $1500
    Wetland Delineation: $500 - $1500
    Wetland Survey: $300 - $750
    Jurisdictional Determination: $150 - $250
    RPA Buffer Boundary Delineation $250 - $350
    Major Water Quality Analysis: Unknown, but required
    Tree Cover Inventory: $300 - $1000
    Planting Plan $300 - $700
    Erosion & Sediment Control Plan: $300 - $1200
    Representation for formal exception process: $1000 - $2000

    Add it all up. A few fees may not be required, such as tree inventory if there are no trees on your lot.
