    Who should be contacted to get a tree stump removed in a common area?

    It was a tree that died two years ago. It was a relatively new tree planted by the developer as part of the community landscaping. The dead tree (about 3"-4" diameter) was cut down about 6" above the ground. the problem is that the stump still remains and it is an area in which children play.

    The stump in question is in the middle of the Sweet Bay Terrace circle.
