I am thinking of building a deck and was wondering if anyone had heard of a company called Sunburst Inc. located in Sterling.

Also question for people who have trex or timerber tech - is it correct that this material is only used for the bottom of the deck and the top railing and the rest of the deck is made with regular wood? I wanted to install something that will have little or no maintenance and the one company I spoke with said I would still have to seal the wood on parts of the deck.

It is partially true. You can also order fiberon railings, but it costs alot. My contractor built my deck with fiberon, but the railings are wood. I will stain the railings, though this was an educated decision, because I wanted use the fiberon for the surface since the water stays on the surfaces. Fiberon railings are available and can be obtained thru its factory (it is costly) If you have enough money for this project with fiberon, go ahead, you will get a very nice deck and it will be literally maintenance free.
