Dominion is rolling out their "smart meter" program so you may have someone knocking on your door telling you they are here to install your new smart meter. Aclara Technologies has been contracted by Dominion so you may see them driving around the neighborhood installing new meters. Even if your not home they will install them and leave a note on your door telling you they installed the smart meter. You do have the option to opt out and have a "non-communicating meter option", basically it's a digital meter with no communication device or data storage ability but you have to contact dominion to opt-out and have this meter installed. Here is a list of FAQs that Dominion has published. I'm not recommending either option just be informed of your choices and the consequence of choosing on over the other.

    Hi, KTdid.
When they changed the meter, did you get a chance to look at how much the reading was in your old meter?
When they installed the smart meter in my townhouse, I checked and it was at zero.
    Was you February bill normal?
    Thanks.

They took the reading of my old meter before removing it. The new meter was zero. I was told the bill would be for whatever was on the old meter plus what the new meter showed.
