Yesterday morning, I saw a Heritage Landscape Service pickup truck filling up a large tank with water from a fire hydrant. It was in Southern Walk where the new Van Metre single family homes are being built just off Claiborne. Minutes later I saw the pickup truck driving north on Claiborne with a tank full of water.

Are they permitted to do this or are they stealing water?

when I've noticed water trucks or landscapers doing this they have a meter that is attached to the hose to track their usage of water. I assume they have a permit to do this and are then charged by Loudoun Water.

Pretty sure HLS has permission to draw water. As Fritz stated, they should have a meter to document how much they take.
