    Perform human resources management duties related to recruitment, retention, training, compensation, promotion and career development. Provide consistent and proactive support, direction and advice to company executives and all employees on HR procedure, policy, best practice, employment laws and benefits to facilitate in achieving the objectives and targets of SeKON. The Human Resources manager leads the creation of employee-focused practices that will provide an employee-oriented, high performance culture. HR manager also develops, updates, and maintains personnel policies, policy manuals and employee handbook as required.The Human Resources manager is responsible for the development of processes and metrics that support the achievement of the organization's business goals. Assists and advises company managers about Human Resources issues.
    This position will be based in Herndon, VA with occasional travel to Baltimore, MD. This is a part-time posiiton - ideally 3 days/week.
    Position Summary:
    • Plan, develop and implement strategy for HR management and development (including recruitment and selection policy/practices, discipline, grievance, counseling, pay and conditions, training and development, succession planning, morale and motivation, culture and attitudinal development, performance appraisals and quality management issues)
    • Leads the effort to align rewards practices and human resource policies with Company strategy in collaboration with senior management.
    • Guides the performance management process to facilitate effective feedback and employee development.
    • Manages employee engagement/communication plan through such avenues as company meetings, employee satisfaction surveys, employee challenges, newsletters, employee focus groups, and one-on-one meetings.
    • Leads company compliance with all existing governmental and labor legal and government reporting.
    • With the assistance of the CFO, obtains cost effective, employee serving benefits; monitors national benefits environment for options and cost savings. Leads the development of benefit orientations and other benefit training. Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
    • Establishes the company wage and salary structure, pay policies, and oversees the variable pay systems within the company including bonuses and raises.
    • Develops and administers programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.
    • Maintains and updates the Employee Handbook and company policies as needed.
    • Manage and administer all COBRA notifications to employees and dependents ensuring company policies and guidelines are compliant with State and Federal employment laws.
    • Conduct all employee new hire orientations and exit interviews.
    • Investigate employee grievances, provide guidance and recommend corrective action to management. Serve as a resource to management and employees regarding the employment process; successfully resolving employee relations conflicts and compensation issues.

    Qualifications:
    • Five plus years of progressive leadership experience in Human Resources positions.
    • Above average oral and written communication skills.
    • Demonstrated human resources experience with a government contracting environment
    • Excellent interpersonal and coaching skills.
    • Demonstrated ability to serve as a successful partner to the executive management team that provides company leadership and direction.
    • Excellent computer skills in a Microsoft Windows environment.
    • Strong knowledge of various employment laws and practices.
    • Experience in the administration of benefits and compensation programs and other Human Resources programs.
    • Evidence of the practice of a high level of confidentiality.
    • Excellent organizational skills.
    • Specialized training in employment law, compensation, organizational planning, organization development, employee relations, training, and preventive labor relations, preferred.
    • Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement, preferred.
    Education:
    • Bachelor's degree or equivalent in Human Resources, Business, Organization Development.
    • PHR/SPHR preferred
