A neighbor is parking their very large (14 wheel) dump truck on a residential street complete with "work vehicle, do not follow" sign on the back. It is not in front of anyones house or in a fire lane, but it is there at the entrance to the street every night/all weekend. It has VA "permanent" plates on it. Does anyone know if this is allowed? Would I contact the HOA or sheriff if it is not?

Is the street it's parked on an HOA street or a VDOT street? That information will point you to which entity to contact.

Im actually not sure. It is on Pagoda Terrace which is the entrance road into Broadlands Station. I know Van Metre is responsible for a lot of the upkeep of the area since they are still building, but it is not a truck that is working on their site.
