Global Health Systems Modeling and Simulation. Leveraging internal government and external academic examples of international health models, develop and refine a web-based global health systems modeling and simulation tool as a structured analytic technique that is based on relevant, consistent, durable and repeatable sets of public health data across a span of years. The model should be dynamic and interactive with non-health variables e.g. social, economic, political, etc. Additionally, the purpose of the model is to enhance analytic rigor and structure; execute and visualize comparative analysis on the global, regional, country, and administrative sub-division levels; and to assist forecasting, scenario development, and futures analyses. In concert with government and academic subject matter experts, develop and refine a flexible set of fundamental public health indicators. Outputs of such a model will enable characterization of relative ranking, status, trends, and forecasts for countries and regions in public health and to produce all-source strategic intelligence assessments on worldwide health systems that are of high quality, graphically displayed, dynamically produced and maintained. Ultimately, the model is to assist analysis of the health systems qualities, capacities, strengths, limitations, vulnerabilities and opportunities for capability and capacity building for specific countries and regions.
    Guidance and Key Functional Requirements.
    a. Web-based; portable and compatible with government systems at different levels of classification.
    b. Capability to search, retrieve, or upload fundamental public health and non-health indicators relevant to the model.
    c. Account for factors of public health, epidemic and pandemic preparedness, public health events of international concern, disease surveillance, blood safety, pharmaceutical and medical equipment capacity; health care systems and personnel; demographic data sets, economic data sets, and others e.g. World Bank, WHO, Population Reference Bureau, etc.
    d. Flexibility; the capacity of a model to adapt, change, and evolve as data sets change in scope, depth, and relevance.
    e. Comparative analytic capacity ie. Comparing any number of countries, regions, and organizations with any number of indicators.
    f. Visual, geospatial, and dynamic. Enable specialized mapping and graphic functions including time series, scatter plots, pie charts, histograms, bar charts, polar graphs, etc.
    g. Analyst driven. The end-state of development enables analysts to run simulations from their desktop PC.
