    Description:
    The Industrial & Supplier Base (ISB) team supports NRO’s Director of Systems Engineering and Mission Success Executive (MSE) in implementing an effective program for mitigating the risks associated with shortcomings in the space ISB and assuring access to the critical skills, components, and services required to support NRO satellite system acquisitions. The ISB team looks up and out at the global space ISB to gain knowledge of potential venders, assesses their technical and financial status, proactively identify those with high risk profiles, and craft efficient mitigation projects. Concurrently, it looks down and in at NRO’s acquisition programs to understand the critical technologies and sources needed to attain program milestones. A Senior System Engineer is needed to identify critical technologies for NRO performance requirements, analyze supporting industrial base capabilities, identify potential risks in quality, quantity, and delivery schedule, assess impact, and develop options for risk mitigation.
    Duties:
    • Identify risks associated with assured access to quality, quantity, and schedule for specific technologies in the space industrial base
    • Collaborate with a team of subject matter experts to uncover relevant technical data, develop rationale, and document key steps in the assessment process
    • Coordinate ISB issue and end-item definitions with system program offices and risk assessment teams
    • Author and communicate reports and briefings describing technical assessment as well as urgency and root cause of shortcomings in the space ISB
    • Analyze relationships between mission requirements and technical requirements for individual technologies
    • Develop repeatable industrial base assessment methodologies that incorporate elements of technical, business case, technology maturity, and manufacturing attributes
    • Characterize use and applications for critical technologies of interest, impacts to space programs, supply chain impacts on security and integrity of mission, and purpose risk mitigation solutions
    Experience:
    • ~15 years engineering experience with space technology acquisition/ design/ development in one or more of the following areas
    Mandatory:
    o Space vehicle payloads (IMINT and / or SIGINT)
    o Spacecraft bus components
    o Space-qualified electronics
    o Space vehicle attitude control
    o RF
    • ~5 years direct experience with DoD/ Intelligence Community space system design/ development/ acquisition. Mandatory
    • Demonstrate experience conducting and delivering technology trade studies including manufacturing capabilities and business case attributes
    • Experience applying System Engineering Risk Management principles and processes in day-to-day activities
    • Demonstrate flexibility and adaptability to work multiple projects simultaneously over a wide technical spectrum of topics
    • Track record of engaging and collaborating with space acquisition organizations and system engineering at all levels
    • Demonstrate ability to accomplish responsibilities autonomously
    Education: B.S.E.E./ Physics or related, (required); M.S./ PhD E.E./ Physics or related (desired)
    Communication/ Interpersonal Skills:
    • Candidate should have the communication skills (oral and written) to convey a summary of financial & technical assessments in a clear and concise manner to peers, non-technical professional laypersons, and senior management
    • Candidate should be capable of productively and collegially interacting with diverse, multi-functional teams
    • Commitment to recognize, understand, respect, and operate effectively within various SETA, FFRDC, and Government lines of authority
    • Candidate should be a proven proactive team/ consensus builder
    Clearance: TS/SCI cleared at SI and TK
