    I bet that helicopter was owned/run by the EPA; they were probably surveying the spill.

    Regarding the ownership of the aircraft, it could be 'owned' by a private company in one place but 'registered' somewhere else. Don't assume the location of the company has anything to do as to where it's registered. It could be registered in Leesburg or Dulles for all you know...
