The HOA does not get involved with what people do inside their homes. The county has a noise ordinance, but I doubt it applies to what is occurring through the walls.

 

I researched it and it looks like the LoCo noise laws will cover it.

 

Maybe they use the room for exercise equipment, such as a treadmill.

 

I had the same thing happen to us. About the best you can hope for is to try to talk with them and ask them if this is their first time living in a town house. Point out to them that despite a "firewall" set up between them, the purpose for that is to only suppress fires- not totally soundproof.

If they do not have any empathy, you could call the cops. I hope the talking option works. It worked for me once, we found a common ground. It was not perfect, but tolerable.

 

I had a similar experience in an Ashburn townhouse. At the point my wife and I decided "no more!" with townhouse living, we had recent college graduates on one side and a family with four kids under the age of 9 on the other. The young couple stayed up until 3-4 a.m. playing video games on a surround sound system nearly every night. On the off-nights they hosted wild parties for the husband's frat bros. The four kids on the other side ran up and down the hardwood stairs and slammed into the shared wall all day and all night. We had their parents complain to *us* about noise that came from the young couple... it was that loud.

I have to respectfully disagree with calling the cops. They are not obligated to do anything unless the noise is audible 100 ft from the house. What you describe is interior noise, not exterior. All they will (can) do is suggest you talk to your neighbor.

If you are thinking of soundproofing your townhouse - STOP! It is a fool's folly unless you are willing to spend high-five/low-six figures to totally gut and rebuild the interior of your house. You will need to isolate your walls from the shared walls of the neighboring unit. The cheapest way is with a dampened track system that attaches to your side of the firewall. The most effective way is to build a room inside of a room.. think of a recording studio, but on the scale of your townhouse. For me, paying $15 every six months for 200 pairs of Honeywell "low pressure" earplugs was the best temporary solution to get some sleep.
