Broadlands Hospital

    Below is the letter that was voted on and approved at the last HOA Board meeting.

    Broadlands Association Board of Directors supports Broadlands Regional Medical Center
    The four resident members of the Broadlands Association unanimously support SPEX2008-0028, ZCPA2008-0001, ZCPA2008-002, Broadlands Regional Medical Center. The remaining Board seats are held by members of Broadlands Associates, the Developer of Broadlands. They abstained from voting due to a conflict of interest; they sold the subject property to the applicant. The resident HOA Board members have researched this issue at length and have investigated the concerns received from residents.
    The Board acknowledges that this endorsement does not speak for each resident of Broadlands, nor is it intended to imply that a majority of residents support this decision.

    The primary issue we looked at is what would be a better use for the site; this proposal or a by-right office park. It was through this analysis that we reached our conclusion.

    A by-right office park of up to 1,200,000 square feet would consist of five to seven multi-story office buildings which could be built within 50 feet of Broadlands Boulevard. There are three plans for office park proposals on that site that we have seen. In addition to the increased number of buildings and closer proximity to homes, the remaining property is essentially clear cut and leveled for acres and acres of lit surface parking lots.

    Traffic studies indicate this application will result in significantly reduced traffic during the morning and afternoon rush hours than an office park. This would reduce the likelihood of cut-through traffic on residential roads.

    Representatives from the applicant have conducted several meetings with Broadlands residents. They have listened to our concerns and made the following adjustments to their proposal:
    1) Moved the ambulance entrance to Belmont Ridge Road and eliminated the helipad to address noise concerns.
    2) A 3.8 acre parcel of land that is closest to homes will not be developed and its use will be determined by the Broadlands HOA. $30,000 in funding is also included.
    3) Tree preservation areas have been identified on the site. An increased landscaping package, on both sides of Broadlands Boulevard, is included to provide additional screening.
    4) A $200,000 traffic calming fund will be established to pay for any measures needed to address possible traffic related concerns on Broadlands roads.
    5) The hospital was moved as far back on the site as possible to minimize the visual impact of the buildings. Even after the second Medical Office Building is constructed, it will be 400 feet from Broadlands Boulevard.
    6) Structured parking is being used to ensure sufficient parking on-site and to help minimize the amount of property needed to be cleared.

    Additional proffers include:
    1) Widening Belmont Ridge Road to four lanes from Broadlands Boulevard to Brambleton and installing a traffic light at Truro Parish and Belmont Ridge Road. Not only is this a significant improvement for the county transportation plan, but any Broadlands resident that will have a high school student will breathe a little easier.
    2) Conducting 3-4 health education classes yearly, at no cost to Broadlands residents.
    3) BRMC has agreed to provide the Broadlands Homeowners Association $100,000 to be applied to our security budget.

    It is for these reasons that we believe BRMC will be a better, more compatible addition to our community than an office park.

    Just a quick question. Could not the office park be required to be constructed in such a manner as to reduce the visual impact on the community the same as the hospital proposal?

    No - that's the point. It's 'by right' which means the zoning is already in place for such development. The reason any such proffers or hearings are required is when someone needs an exception or change to the existing zoning. Some types of facilities always need an exception, hence why the hospital have to go through this approval process with the county.

    If your zoning already matches what you want to build... all you have to do is stay within existing code and laws.

    I hope the members of CCoB realize that the "townhomes style" offices that they may have been told were going to be put on that site, may not be a reality. Also, have they been told by their lawyer that the "by right building" does not have to worry about noise, traffic, lighting or appearence, because it is "by right"? HCA wants to be a good neighbor. I'm not so sure an office building would be.

    Not wanting to be overly suspicious but that link is from people who want to have the hospital. In persuading readers of that site, I can imagine that they would portray the office option in the worst possible light and the hospital in the best possible light.

    But I get the point about "by-right".

    from what was said at the hearing last night, the portrayal of the office park is from a county office. it is just posted on the BRMC website. CCoB wouldn't post that.

    At the risk of stirring a hornet's nest... heck of a meeting last night. I'm sure some of you attended, what did you think?

    It was good to see so many Broadlands and Loudoun Co. residents there to speak out, for whichever side of the issue they believed in. Hopefully the commission will weigh the proper evidence, with the proper focus, and reach a decision that is beneficial for the county and for the community.

    Generally, the behavior of the anti-BRMC crowd bothered me a bit, mostly the Inova employees that were bussed in for the event. I sat near them, and they would not stop talking over the speakers, making it difficult to hear. They just couldn't exercise self-restraint and respect whenever someone said they were an HCA employee, and jeered and laughed derisively at them. So, it's perfectly legitimate for Inova employees and those being funded by Inova to speak out against the hospital, but it's not appropriate at all for HCA employees to support it? Don't think I need to say what that's the definition of.... And what about that self-proclaimed time-master! Yelling at pro-BRMC speakers to stop talking? Can't adults act like adults any more?

    I'm also a little bugged by Inova employees being there in the first place. I guess as a public forum, they technically have a right to attend. But... well, for example: one of the mailers that came from Inova last week had a list of names on it of Leesburg Medical employees against BRMC. For fun, I checked the names on the list against public records (when I could find them there) to see where they reside. I know... I can't assume that mailer is representative of the crowd that was bussed in, but it is telling. Approximately half of them reside outside the STATE. That's right... not even Virginia residents (mostly WV and MD). And a number of them don't have VA licenses at all... hopefully those claiming to be nurses are therefore licensed in Maryland, but that still means they're not VA residents. Of those that are VA residents, half or fewer were Loudoun residents. The rest were from Fairfax, Prince William, and Clarke counties.
    I'm trying to understand by what right these people claim to have a voice in a Loudoun County planning commission hearing, when they don't live here or pay taxes here (unless they also happen to be business owners in LoCo, but that's an aside). The only thing I can think of is that they work here, and are afraid they will lose their jobs. I think they get that idea from the Inova executives and leadership, who have been threatening to close medical services if BRMC is approved. I hope if BRMC is approved, that fear is unfounded - as I personally believe it is.

    I was stunned at how much more Inova & Co. seem to know about the job of the planning commission than the planning commissioners and commission staff itself. It's a wonder the planning commission gets anything done at all, without Inova there to make sure they are on-task at all times!

    On the other hand, I have nothing to say against my fellow Broadlands neighbors. I respect your thoughts and opinions a lot more than Inova's paid mouthpieces. I'm sorry we disagree, but I'm not sorry for believing what I believe - as I know you're not, and durn well shouldn't be! I sincerely hope if things do move forward with BRMC that this doesn't prove to be as bad as you think it will be. And if this doesn't move forward, I hope you will have the maturity to celebrate in a respectful manner and not be "sore winners."

    Ah, the joys of politics. I bet the meeting last night was better than the Presidential debate going on at the same time!

    i really wanted to be there but hubby HAAAD to be at a conference in Las Vegas... hmm.

    anyway i hope both sides presented themselves professionally and ppl look at the big picture, regardless of which side they support.

    I wasn't there for the whole meeting, but it is also bothersome to me at how much disrespect is shown to speakers.
    One woman, a resident, was telling her story about a recent serious injury and how long she had to wait until a bed was available for her at Inova Loudoun. She praised the care she received, but was concerned we don't have enough beds here. Audience members were heckling and commenting negatively.
    Many times, the Chairwoman had to ask them to knock it off.
    It's shameful, juvenile,and disrespectful that people act this way. If they think it will generate more support for their cause, they are sadly mistaken.

    But hey! That's the Democratic process in action!

    I agree, the NEXT new hospital AFTER BRMC is built, should be on Rt. 50 - period.

    Because it would take another 6-10 years before a hospital could be built over there, after going through the process of a COPN, etc. You don't just start building a hospital, it's a long involved process before you can even start digging the first hole. We need a hospital NOW, not in 6-10 years!
