Child Care Home Zoning Permit

I received notice from the county that a neighbor is seeking a permit to open a child care business in their home. I have a few questions for the neighbors, but before I go and ask them I wanted to check here to see what other people's experiences have been with a home child care business in their neighborhood.

Any issues with traffic or parking?
Does it affect home resale value?
Is this something you need to disclose to potential buyers when you sell your house?
Is noise a problem?

I'm glad they decided to go the legal route and get the permit before starting the business, but I am worried that it may affect my quality of life if they allow kids to be unruly, noisy, and so on.
